Hard Mode has 19 Pepper Medals to collect:

Left Carrier (1st)
•Main room, on the right
Right Carrier (1st)
•Entrance tunnel, on the left
Left Carrier (2nd)
•Main room, left of entrance to boss room
Right Carrier (2nd)
•Behind the boss
Venom
•Step on the mushroom around the pond
•In the main room of the base, before the boss room, go into the left door and defeat the enemy coming out of the wall. The coin appears over the water
Taitania
•Kill the caterpillar that comes out of the ground near the base entrance
•Base, entrance tunnel on the right
Macbeth
•Destroy the planetary missile
•On the platform closest to boss room after defeating mini boss with huge shield
Eladard
•Upper right corner of the map on top of grey ramp
•Boss room, behind the boss
Meteor
•Blow up the planetary missile
•Main room of the base, left of the entrance
Fortuna
•Upper left corner of the map just outside the boundary
• In the base, lower-right corner of the main room, there’s a fake wall with the coin behind
Astropolis
•In a room behind a fake wall behind the ‘reception desk’
•Left corridor back corner behind the 45 deg wall with a blue arrow
•Right path, first room on the elevation

NOTE 1: Medals are permantly saved across every playthrough until you delete your records, so you only need to collect them once to save them, you can also just get a medal then reset without finishing the game and it'll count as collected too (great if you want get every one of them before completing the game).

NOTE 2: The only way your gonna get all the Astropolis (where you fight Andross) medals in one run is to let your current pilot die after getting one then continue as the other pilot and go the other way to get the other medal, as resetting doesn't count these ones as collected. This applies to all difficulties as well.

NOTE 3: Reasons you may be doing this is to unlock the Secret Base in a certain difficulty in order to get the Homing Shot (Betas and prototypes had it unlocked by default), and by getting all medals on all difficulties you'll have Fox McCloud's face instead of Andross on the title screen. These unlockables are only in the final version of the game, not included in the prototypes or final beta.
