This is a very common concrete floor pour in a garage that we do in Maine.
Inside of a frost wall, (concrete foundation) like this one there's really no need to have a rebar mat in the concrete floor. Unless, you have bad sub-grade compaction and bad back-fill (dirt).
If you have good gravel that's compacted in lifts as the foundation is being backfilled, the sub-grade shouldn't settle or heave. So, if the floor does crack, where will it go. (nowhere) It's locked in by the foundation walls. What wire or rebar would do if you use it in this case is hold together the cracks if the concrete did indeed crack later on. We saw cut joints in all our concrete floors. In most cases the concrete cracks inside the sawed joint so you don't even see a crack, you see a nice straight saw cut joint. If the sub-grade isn't going to settle or heave and cause a crack, then it'll usually only crack from shrinkage cracks as it cures, thus why we cut joints in the floor. No real need for rebar for a residential garage that'll only see cars or light trucks.
