This is a rare drop from Rei Lun who appears in the Guo-Lai Halls, Pandaria when the Asssault: The Warring Clans is live.
This rare can be killed once per day for a chance at the scale.

Reports indicate a 40-minute to 1 hour respawn timer.

The entrance to the halls is in a cave

When you get through the corridor, go directly ahead, past the altar and to the arch

Make a note of the tile pattern at the entrance

Follow the maze, stepping only on that pattern tile - heal up if you mis-step

When you reach a Mogu statue, stop before you reach its feet and wait for the cast to finish

Head down the steps and up to the final platform

The scale can be redeemed for the reins at the Rajani quartermaster in the cave East of Mistwall Village.
