We just arrive here in Philippines and we have the nearest immigration office here in Batangas were we residing.My husband wanted to convert he's drivers licence and apply for a bank account here in Batangas but everyone is asking an ACR i-card.

Pardon ,2x2 picture is not required for the acr card ,i mention above that is for he's 13A requirements.
