At 00:47:16, the state player discards both cards drawn via shift focus. Only the replaced event should be discarded, the two cards drawn should be returned to the top of the deck.
At 01:35:40 Clarification: During this step the Middle Class use the same calculations as the other classes, based on its own companies/population, and takes the higher of those 2 amounts.
At 03:19:10 When the Fiscal Policy changes from section C to B the State must end up with 6 Public companies. In this case the State player should have opened four new companies, not three.
