We do not want public employees unduly interfered with or harmed for performing important and lawful public services. And, the public sector is obligated to respect the rights of all persons, and this includes employees.
An extensive variety of rules govern the treatment of public employees, and many derive from employment status. Employment status refers to the legal nature of the employment relationship in a governmental entity. A variety of employment systems are associated with each type of legal status.
The wide range of legal standards and regulations affecting employees present a formidable challenge to HRM officials. They must balance them with the managerial needs of their agencies and educate managers in the best practices that they engender. This is difficult to achieve, in part because the case law of the courts changes fairly rapidly and the evolving standards are often difficult to understand and apply with confidence.
