A tax-collector turned emperor. Theodosius was elevated amid crisis with no illusions to the fact that he was not up to the job. Furthermore, with rebellion in Anatolia by Leo the Isaurian and Artabasdos and a massive land and naval invasion by the Arabs on there way to Constantinople Theodosius only held the throne with severe reluctance.
