Here is how to open Panam’s side mission (riders on the storm) immediately after main mission (life during wartime). There is a bug that prevents people from receiving any Panam missions. This has been recorded on my PS5 but I have been told this fix also works on other consoles (PC/XBOX)

Please note when I mention time - I am mentioning in game time.

Follow the following:
-you must complete life during wartime first. (before this mission is lightening breaks and before that mission is ghost town)
-right after completion of that mission and tapeworm mission, start to run to make time a little faster
-keep running until you receive a text from panam (Do not skip time until you receive the text otherwise it can stuff up when Panam will activate the side mission) once received the text, reply to her nicely
- next, skip time by 12 hours exactly. Shorter or longer hours can stuff up when she calls.
- wait for takemura to call and text, so main mission is put aside and Panam’s side mission call can be activated.
- Panam should call 8-12 min after Takemuras text - make sure you run up and down and do not stand still, make sure you do not run into new areas so you don’t get other calls activated.

The most important thing is to :
- wait for any texts the current day before you skip time
- make sure you skip time on either 12 or 24 hours (do research and find out how many hours need to go by to activate the next side mission)
- be patient , do not wait 5 min in game time and skip time, this will screw it up as well.
- when waiting for Panam to call DO NOT STAND STILL and run in a small area you’ve discovered. This is because you need to be active otherwise standing still can potentially result in no call.

If these don’t work and you are attempting to do this after a different mission - you can try moving further away from the location as some side jobs require you to be far away from the location before activated, otherwise restarting your save (loading game save or closing application and re opening) could also be a potential fix.
