1962 panahon ng Administrasyong Macapagal, nagkaroon ng hindi pagkakaintindihan ang ang Pilipinas at Malaysia tungkol sa pagangkin sa isla ng Sabah. Ayon sa historian na si Xiao Chua ang Sabah ay nasa pangagalaga at pag mamaryari ng Sultanato ng Sulu at ipinahiram lamang ito sa Britania.
