I was disappointed with the Vichy Purete Thermale 3-in-1 One Step Cleanser.  Out of the three steps Vichy advertises it to handle, it does none.  Vichy markets this as a makeup remover, eye makeup remover, and a toner.  From my experience using this it does not do a good job removing even the lightest makeup.  The 3-in-1 One Step Cleanser is very gentle around the eye area, but it does not remove eye makeup.  And in terms of toning... it doesn't tone like a normal toner would.  

I give Vichy some points because this is slightly gentle, but this does have a bit of scent to it.  I'm a fan of the shea butter they included, this is a nice hydrating ingredient.  This cleanser does leave my skin feeling soft, although most of my makeup products still needed to be removed by a separate toner after cleansing.  If you have dry skin and don't use much makeup I could see how this might possibly be an all in one cleanser.  If you have oily, acne-prone skin, or wear makeup this probably isn't the best cleanser for you.
