There is a sequence to wiring or fault finding. Always start with CH ON, never use the hot tap (waste of water)
Faults finding: Start with meter AC, black lead on earth / natural; Red lead to orange if 230vAC the fault is the wire to and or the boiler.
If no volts the fault are controls or the wire to components. You can learn this and lots more.
