Pakistan, an Islamic republic, has struggled with persistent sectarian tensions between various Muslim sects, primarily between Sunni and Shia communities. The Sunni-Shia divide is exacerbated by Deobandi and Salafi-Wahhabi groups, influenced by Saudi Arabia and other Gulf states, which contribute to anti-Shia sentiment. Organizations like Sipah-e-Sahaba Pakistan (SSP) and Lashkar-e-Jhangvi (LeJ) have perpetrated violent attacks on Shia mosques, shrines, and communities. Violence has erupted during religious processions, particularly during Muharram (Ashura).
Sectarian violence is concentrated in regions with significant Shia populations, such as Parachinar (Kurram Agency), Gilgit-Baltistan, and Quetta (Balochistan). Ahmadiyya Muslims, declared non-Muslims by Pakistani law, face systemic discrimination and violence. Sufi Muslims are criticized by Salafis for alleged deviations from Islamic orthodoxy.
Pakistan's government has struggled to address sectarian violence, often criticized for inaction or bias. Initiatives like the National Action Plan (2015) aim to counter extremism, but implementation remains inconsistent. Sectarian violence has claimed thousands of lives, including over 2,500 Shias killed between 2012 and 2015, and hundreds of Sunni and Shia scholars, activists, and civilians targeted.
The regional implications of Pakistan's sectarian tensions are significant, influencing the Afghan conflict dynamics, Iran-Saudi Arabia proxy rivalries, and global jihadist movements. Addressing sectarian tensions requires a multifaceted approach, including strengthening governance and law enforcement, promoting interfaith dialogue and education, and countering extremist ideologies.
The human toll of sectarian violence has been devastating, with widespread displacement, economic hardship, and psychological trauma. Breaking the cycle of violence demands a concerted effort from Pakistan's government, civil society, and international partners. By understanding the complex factors driving sectarian tensions, Pakistan can move towards a more inclusive and peaceful future.
