Local plans are prepared by local authorities and it's their interpretation of looking at the national planning policy framework of how they're going to implement that for their area of responsibility.
What the local plan will do is that they will say we need to achieve so many houses, let's say we need to produce 3,000 houses over the next five years, they then say okay where are we going to put those houses because the likelihood is that there's not some gaping hole to put suddenly 3,000 houses.
Also within their area they're not going to be all in the same, they're not going to be needed in the same area.
