Japanese Prime Minister Shinzo Abe and US President Barack Obama have wrapped up a commemorative ceremony for the victims of Japan's World War II attack on Pearl Harbor. Abe has made history as the first Japanese leader to visit the memorial on the site of the sunken USS Arizona, but as expected, fell short of offering an apology for the attack. Japan's Asian neighbors have been wondering why Abe didn't first look to reconcile with the parts of Asia victimized by Japanese wartime aggression.
