The last of Emperor Palpatine’s Grand Admirals, Thrawn returned from the Unknown Regions five years after the Battle of Endor and united the Imperial Moffs. Though granted nominal control of military forces, he had few assets, as the Moffs feared the New Republic and each other. Armed with just twelve star destroyers, only six of which he knew to be loyal, he assured Captain Gilad Pellaeon that the initial stages of his campaign would require few warships. His first target was Obroa-skai’s libraries, where his slicers uncovered the location of Palpatine’s secret storehouse - Mount Tantiss on Wayland. There, he acquired Spaarti cloning cylinders to grow crews for his fleet and formed an alliance with the deranged clone of Jedi Jorus C’baoth. Executing strategic hit-and-run strikes, Thrawn plunged the New Republic into chaos, mirroring the Rebellion’s tactics to undermine Imperial power during the Galactic Civil War. He swept through the Outer Rim before targeting the core worlds and the New Republic capital of Coruscant.
