On January 22, China enacted the Coast Guard Law. This law gives the Chinese Coast Guard the power to use "all necessary means," including the use of weapons, to stop foreign vessels. This means that the CCP's unilateral escalation of the Coast Guard's use of force. China's Coast Guard Law means that any foreign fishing vessels, expeditionary, or research vessels working in the South China Sea could be forcibly seized. Vietnamese, Philippine and Malaysian settlements in the Spratly Islands could be violently dismantled, and Japanese fishing vessels and coast guard units operating in the Diaoyu Islands could be expelled by force.
