From his hospital bed, Hassan Hussein Shama said a huge explosion happened as they were preparing for a weekly meeting.
American and Iraqi officials had gathered to elect a new chairman of the council. The blast happened in a southern section of Sadr City that is larged controlled by U-S and Iraqi troops.
Two of the Americans killed were civilians. The other two were soldiers. Another U-S soldier was wounded in the attack. Six Iraqi civilians died. Ten were wounded.
Troops captured a man who tested positive for bomb residue shortly after the attack.
The bombing came as U-S commanders have been working to restore and promote local administrations. That has put American troops at more risk, but also driven down levels of violence to the lowest point in more than four years.
