Have you tried adding clear elastic to your shoulder seams while sewing?
Clear elastic is elastic that is thin and clear. It comes in a variety of widths, but I prefer 1/4” for my seams. The main purpose of clear elastic is to add stability to seams and neckbands in garments that will be stretched a lot or are can be weighted down once completed.
Adding it to the waist of a dress between the bodice and the skirt can improve the look and fit of your dress significantly.
You can find clear elastic at many sewing retailers, online fabric stores, and even Amazon and Walmart.
I prefer to order from www.wawak.com, as I have found them the cheapest option for good quality.
