A 64-year-old man accused of stabbing three people at a festival in Vancouver's Chinatown over the weekend was out on a day pass from a Lower Mainland psychiatric facility at the time. The VPD says Blair Evan Donnelly is in custody, charged with three counts of aggravated assault.
