The 74x163 is a four-bit clocked binary counter with synchronous clear and parallel load, and dual enable inputs to allow chaining of the counters to increase the effective bit count while retaining the ability to enable and disable the entire chip chain at once. Counters are useful for many things, including round-robin activation signal generation (when paired with a decoder) and multiple-simultaneous frequency division (letting you have 1/2, 1/4, 1/8, and 1/16 frequency division all at the same time with a single chip).
