The line between conventional and nuclear weapons in Europe is becoming increasingly blurred as new technologies such as cyber weapons and precision-guided missiles are making it possible to achieve strategic-level effects without employing nuclear weapons.
In this IISS webinar, generously funded by the European Union as part of the EU Non-Proliferation and Disarmament Consortium project, two panels of experts explore how the spread of these technologies is affecting stability on the European continent.
They focus on the weapons themselves, what capabilities they have, and the emerging doctrine surrounding their use. In the second part, the panellists discuss the impact and implications of their use, including in Ukraine, and offer concrete advice for decision-makers seeking to manage the risks associated with these weapons.
