On 25 September 1989, Vietnamese troops withdrew from Cambodia in a ceremonial display after ten years of war against Pol Pot's Khmer Rouge. Cambodians lined the streets to say farewell to departing Vietnamese soldiers, Cambodian Premier Hun Sen presiding over the event. As Cambodians began a process of national reconstruction, the country was haunted by the spectre of the return of the Khmer Rouge leader Pol Pot.
