After adding all the Splatfest battles I have ever played together (through pinned replays and footage, the grand total was 437) and dividing them by the number of 10x battles I had in the regular fests, the equation totaled out to 437/18, which is equivalent to 24.2777778, slap a percent sign on that, round it, and you get a logical chance for the sacred 10x battle.
As for Splatoween, my assembled team had 12 shells cumulatively (4 each) when we got into an 100x. We can assume that this might be the real number, but it's more likely the devs used a round number like 10 shells per team. It needs more test data and I will release an updated version of this guide if I receive more data from others or test it out myself.
