To sign or not?

It totally depends to be honest. You should be promoting your own music anyway - but if you are independent this may well be much tougher - particularly if you’ve only a small fan base.
Getting a label to promote you may be a good idea particularly if you find one with a reasonable following who align with your desired fan base.
If you have time to invest however, then I think staying independent particularly at the beginning is a fairly wise move. Staying in control and having 100% control of releases and in income is pretty important (to me).
I’m talking about small independent labels here, but unfortunately a lot of them want half or more in return for very little, and in some instances absolutely nothing - or worse (delays, take downs, dodgy streams due to questionable playlist pitching).
It’s a minefield but make sure if you are signing with a label you know what you are getting. Uploading to DSPs shouldn’t be all they are offering as you can do this yourself!
If nothing else - make sure you know who you are working with. I only work with people I know personally these days.
