The Government has set out an ambitious timetable for the progressive tightening of building regulations in 2010 and 2013, with the aim of achieving "zero carbon" new homes by 2016. But new building accounts for a small part of the housing stock and critics argue that excessive requirements in this area are a very expensive way to improve the energy efficiency of homes and there would be better ways of improving the energy efficiency of the UK's housing stock.
This seminar will investigate the following key questions:
• Are the current plans, focused on new build homes, the best way forward for the government?
• What alternatives exist to help 'green our homes'?
• How much should we focus on areas that cut costs and reduce emissions compared with areas that cut emissions but at a cost (even in the long run)?
