I've worked on a full playthrough of this game, after getting through Sonic 1, Sonic 2, and Sonic 3 & Knuckles.
Here's the big twist: I figured out how to add my own music to the original Sega CD version of the game, so I used this to my advantage in order to get some of the Japanese and American music in one game.
Here's how you pull this off:
1. Find a Sonic CD ISO, preferably the Japanese ISO. It will most likely be zipped. As for finding the ISO, you're on your own for that, but it's not hard to find.
2. If the file is in a .zip or a .rar, extract it with WinRAR. When you do, all of its tracks, including the unused time travel sound, will appear. WinRAR's easy to find and download.
3. Replace the Japanese songs you don't want with their American equivalents, or whatever song you plan to use. This is where the fun starts.
-3a. Do this by renaming the American tracks into the exact same names their Japanese equivalents had.
-- For example: If you want to replace the Japanese version of Palmtree Panic Present with the American version, and the Japanese version was titled "Sonic CD (J) 03.mp3", make sure that the Japanese mp3 is removed and the American version is renamed the exact same way, or it won't work.
4. When you're done, make sure all of the tracks are in the same folder as the game's ISO.
5. Load the Sonic CD ISO with an emulator like Gens or Kega Fusion. Make sure you have a Sega CD BIOS that matches the regional version of the game, first. You'll have to look for those emulators and the BIOS on your own, too.
6. Test your music with the internal CD Player that the BIOS should have when you start emulating the Sega CD.
If you did everything right, congratulations! Just remember that if the game lags when a song starts playing, it only means that the emulator is trying to calibrate the song into the game and remember it for as long as the emulator is opened.
The opening theme was supposed to be the American version's Sonic Boom, but I guess the theme song is bound to the opening of the game when it appears. As for the playthrough itself, I could've just played this off of my Sonic Gems Collection version, but I thought this was easier to manage. Much easier.
Consider this my late support and praise of the remake of this game on XBL/PSN/Steam!

So here's the story:
Little Planet visits the Earth above Never Lake in one month out of every year. It has bizarre technology and its own mystical gems known as Time Stones. Together, these would allow time travel and time manipulation on the Little Planet.
Dr. Ivo "Eggman" Robotnik, realizing this, decides to quickly take over and mechanize the entire planet, and then tethers it to a massive chain so that it doesn't escape. His latest and greatest creation, Metal Sonic, is also assisting in the peril of Little Planet, and the search for the Time Stones.
As shown in the opening, when Sonic the Hedgehog catches wind of this, he uses his super speed and skills to track down the corrupted Little Planet and venture into it. While he's usually in the Present, Sonic must go back and save the Past of different regions of Little Planet from Eggman's then-fledgling tyranny over them in order to prevent each of them from suffering from a Bad Future. If he can gather the 7 Time Stones, this will make his task easier.
A pink hedgehog known as Amy Rose was another onlooker of Little Planet's corruption, as she was trying to use her tarot cards to find Sonic, her crush and future boyfriend. She decides to tag along with Sonic a little on the expedition through Little Planet's Zones.
