There could be a changing of the guard in the Baltimore mayor's office, but the race is too close to call Wednesday morning. With just less than half of precincts reporting (75,820 votes), former Mayor Sheila Dixon leads the pack of more than 20 Democrats with 30% of the vote. She's followed by City Council President Brandon Scott with 24%, Mary Miller with 17% and Thiru Vignarajah with 12%.
