Russian-backed official Kirill Stremousov claims that situation remains stable in the Kherson region. Chechen warlord and Putin ally Ramzan Kadyrov has slammed Russia's 'weak' attacks on Ukraine. Ukraine’s state energy company claims that Russia is carrying out secret construction in Zaporizhzhia nuclear plant. President Putin has called for more streamlined decision-making in Russia’s military campaign in Ukraine. German Chancellor Olaf Scholz and EU Commission President Ursula von der Leyen have appealed for a "Marshall Plan" to rebuild Ukraine. Zelensky has appealed to the reconstruction conference to cover an expected budget deficit for next year of $38 billion. Meanwhile, new British PM Rishi Sunak has also pledged support to Ukraine fight off Russia's invasion.
