Here's my build guide for "Frostpulser"; a 100% cdr devotion blizzard dps monster.

Without the prefix Icewall shield, you can put ists in your weapon, helm, shield, and forego your heart of corruption in your medal for another 5% cdr gem (although, pairing Scintillist with Fangshi which has cdr will be super op anyway, so you can just do that if you can't get an affixed Cataclysmic Icewall Shield)

Also, I was mentioning Heart Strike as being a default attack replacer, when it actually isn't (it doesn't trigger wps) - force of habit for skills I bind to my left click.
