(7 Nov 1976) Rhodesian Prime Minister Ian Smith said, having returned from the Geneva talks, that the system he envisages under a majority rule constitution would not be one of universal suffrage. Although he claimed to support what he called "responsible majority rule", he said that a one-man one-vote system, which would give the African majority effective control of the country, was not acceptable. "Once we get to a stage where we determine people's right to govern purely on the colour of their skin as opposed to their efficiency, then I believe that will be a sad day for Rhodesia."
