Most of the time drivers crash in the winter because they're not paying attention to the weather conditions.

In the first circumstance, there has been some form of precipitation: rain, snow, or dew.
This precipitation forms ice and slippery conditions on the roadway.

More importantly, the outside temperature is at or near the freezing point (0°C or 32°F).

When the outside temperature is at or near the freezing point water freezes and thaws.

This action causes the ice to have a layer of water on top which lubricates the ice and makes it slippery.

Think of an ice hockey rink after the Zamboni has just flooded and cleaned the ice.
