CC R, and in accord with our philosophy which states:
• If on a kickoff, a player of the kicking or receiving team breaks down and starts to go low (forget about the “fine line” of actually being above, at or below the waist) and makes no attempt to get at the runner or isn’t trying to get through a seam to get at the runner, then it is a foul. Remember, intent is the factor to consider even if the individual who is being blocked places his hands out to protect himself. This is a player safety related foul.
