STORYLINE:
Election officials in the Russian port city of Vladivostok, seven time zones distant from the capital Moscow, got underway on Sunday.
According to state news agency reports, local election commissions have reported a higher voter turn out in many places than during the 2003 State Duma elections.
Vladivostok is also a university capital of the Russian Far East, with many students from other cities and villages able to vote at poll stations opened on campus.
Ten OSCE (Organisation for Security and Co-operation in Europe) observers are understood to be monitoring Sunday's vote in the region, including representatives from Canada, Britain, Lithuania, Poland, Belgium and Austria.
They can visit any polling station at their desire and intend to work in various cities and villages in the territory.
