Vitality - 15
Endurance - 13
Strength - 28
Skill - 22
Bloodtinge - 8
Arcane - 10

Greater detailed boss strategy -
This is one of the hardest if not the hardest boss in the game. This boss unfortunately is very poorly designed, and i sense fromsoft was trying to go for something artistic, and different, but it's just ended up being a mess. NEVER go for the spiders. They are the smoke screen for Rom. Don't let them distract you, and remember what you came to kill, Rom. First phase he is helpless, but he might shoot out some acid. Try to damage him as much as possible before he vanishes. Second phase is when he gets deadly. Keep tabs on him, and try to kill him quickly. The more time you spend dodging maneuvering around, the more the chance of Rom killing you with it's magic. Just go for it without getting too greedy.

Weapon -
You are going to want to get the Tonitrus for this fight. It does lighting damage, and Rom is a water based boss, so it's weak to it. The Tonitrus in general is an amazing weapon that takes down the toughest of foes in one, or two full sweeps in my experience. Upgrade it as much as possible for this fight.
