An old type of fused 3 pin plug and socket. These were used in some areas of the UK as an alternative to the BS1363 rectangular pin type.
They are obsolete, not manufactured by anyone, and unlikely to be in use anywhere.
The main feature of these is the fuse forming one of the plug pins, resulting in the plug being much smaller than other fused types which have the fuse as a separate component inside the plug.
The example with twin fuses may have been intended for a supply with a centre earth, such as a 110 volt supply arranged 55-0-55.
Or it could be someone shoving random parts together for no reason at all.
