STORYLINE:
Indonesia's military chief said on Tuesday that the army wanted to limit international humanitarian aid to certain areas of Aceh province, amid concerns over rebel activity.
General Endriartono Sutarto said he did want not foreign aid workers to go to "unsafe areas", where he believed rebels might try to disturb the humanitarian mission.
He said the Indonesian military would limit humanitarian work by foreign aid workers to areas around Banda Aceh and Meulaboh to reduce the chance of them being killed.
The general added that his soldiers would not take the offensive against rebels but would protect aid workers.
Indonesia opened up a new airport on an island north of the devastated city of Banda Aceh, hoping to relieve pressure on the provincial capital's tiny airport the day after a US helicopter crashed there.
The military asked aid groups to draw up a list of international relief workers - and to report on their movements - but has yet to offer evidence backing the claims.
Meanwhile, Bettina Luescher, a spokeswoman for the World Food Programme in Banda Aceh said aid workers for the organisation were moving "freely, without restrictions."
Across the region, tens of thousands of people are homeless and threatened by the disease, and health officials have warned that the death toll from the tsunami disaster could double if aid does not reach the neediest fast enough.
An aid conference was under way in Geneva to determine how to best help survivors of the December 26 disaster that killed more than 150,000 people in Asia and Africa.
