This is part of a series called Cracking the Vehicle Code. As I will explain the only document you have in relation to the vehicle that is a license is known as the "title" because its signed by the authorized agent, in this case the Secretary of Transportation. For a license to be a license it must be called a certificate and signed by the authorizing agent. In another video I will explain that a document is called a vessel which is conveying information. But what information is actually being conveyed in a "title". The Department of Transportation cannot issue property transfer receipts, only licenses and/or permits. The "title" is a liability license.
