With the recent changes to the Intel abilities, Surgical Strikes has become very popular with players. Add the Vanguard Specialized trait and now the meta for energy builds is changing.

I wanted to do something a little different so I decided to use one of the Cardassian ships to do a budget-friendly theme build, using Surgical Strikes as the centerpiece.
