So you heard about the rocket-powered wing suit, yeah? But where do you find it? This video shows exactly how to get it, and you need the Sky Fortress DLC.
UPDATE: There are issues with the game recognizing you have the DLC purchased. Exit and close the game (dont leave it on in background), so pick "exit game" on Xbox or choose "close application" on PS4. Go directly to the PS/Xbox store and find the Just Cause 3 section and re-download the season pass or DLC from there. Do NOT go to the store through the in-game button. You may need to delete the pass or any DLC you have downloaded previously, and download again. Seriously, its like getting a computer or app to recognize that you bought something and have it installed -- you may need to exit the game while you download the dlc, you may need to reset the game, and you may need to remove all downloaded items and re-download them again. If you try all this and you still cant get it to show that you bought it, then call their customer service. I get nearly 4 people a week tell me that they cant get it to work, use the above method, but beyond that... contact them. Its glitched, it sucks, but it's suppose to work the way I show it in the video. I've had others get mad at me because it doesnt work for them, but this is a very small percent overall, but I hope this comment helps others figure it out.

Please forgive the sound -- I was still using my original Xbox One headset, and apparently in the process of uploading to YouTube it accentuates the mic noise (it was never this bad in the original version of the video). I switched to a TurtleBeach headset halfway through my second season, but I still made around 150 videos by that point. My newer stuff DOES NOT have the awful "popping" sound.
