I think serpent spine passive is still better than this weapon even it has high base attack.
I have R2 Serpent Spine so i can't compare them but damage of both weapons don't have much difference. You can watch this video of my R2 Serpent Spine [ Ссылка ] Maybe if this Talking Stick is R2, the damage will be very similar. Besides, serpent spine passive stack can be reduce when you take damage so this weapon is great too in some situation.
