Concurrent with Berwen's Stalker quest, this one requires you to find Shallit, Rels Tenim's bandit cave and kill him in order to complete the quest. You technically don't have to do this, but you can ask around about his location in Vos and then the Ahemmusa Camp.

Shallit is on an island just east of Dunmer Stronghold Rotheran. You can also enter it via Drethan Ancestral Tomb, which is just north from Shallit. The two dungeons are connected.
