(28 Oct 1978) The moderate Basque nationalist party (PNV) announced that it favours abstention in the upcoming national referendum on the new Spanish constitution. They say the document "fails to truly recognise the original Basque rights". The decision was announced by the party's general assembly the day after thousands of Basques held a demonstration in the streets of Bilbao.
