How do we build human capital that effectively and sustainably responds to the needs of the security sector in Africa? Dr. Michelle Ndaiye responds by analyzing conventional and non-conventional approaches, the role that training and partnership can play, and other factors. She notes that human capacity and the well-being of security institutions cannot exist each without the other, and that the quality of individuals is the cornerstone of institutional performance.
