On Monday, the Senate debated House Bill 362, which would increase the amount of sales tax revenue that Idaho uses to fund transportation. That distribution would increase from from 1 percent to 4.5 percent, $80 million of which would be put in the state transportation expansion and congestion mitigation (TECM) fund and the remainder would be distributed to local units of government for highway projects. For fiscal year 2022, the total anticipated sales tax allotment for transportation is $84 million. Supporters say the increased TECM revenue will allow about $1.6 billion in bonding capacity for the Idaho Transportation Department over twenty years.
