Just a brief explanation in English, on how to apply to public universities in Germany.
1. Go through daad.de or mygermanuniversity.com and prepare an excel sheet with course list and requirements.
2. Cross check the requirements and deadlines with university's website.
3. Start preparing documents like CV, Letter of Motivation etc., Also, if the course you're intending to apply need language proficiency test results like IELTS, give test well before and keep those documents handy.
4. Check how you can apply to that course, i.e. through University's Portal or Uniassist.

5. Send all documents that support application through post, if they ask you to send or simply upload documents in those respective portals.
6. While waiting for results, go through stuff like visa, blocked acount and accomodation.
7. After results, choose the course you wish to go and accept the offer. With that offer letter you can apply for Visa, either through VFS or Consulate.

8. Start accommodation search well before you land here.
9. Open a current account here and get the blocked amount to that account every month.
