European Union foreign policy chief Josep Borrell said on Wednesday that the bloc's 27 national governments is united in its intention to give Ukraine EU membership.
"This policy has a clear objective," he said. "It will be possible because we will not be dependent on Russia."
He added that Russia's seven-month war against Ukraine is entering a new phase with the threat of a nuclear war.
Borrell also said that Russia needs be held responsible for reconstruction efforts in Ukraine and that peace can only be achieved if "Ukraine recuperates its territorial integrity", regaining control over its four illegal annexed regions, which make up around 15% of Ukrainian territory.
EU measures to date include restrictions on energy supplies from Russia, bans on financial transactions with Russian entities including the central bank and asset freezes against more than 1,000 people and over 100 entities.
