A man has taken several hostages at the city hall of Ingolstadt in the German state of Bavaria.

According to a police spokesman an unidentified man entered the building just before 9 o'clock this morning and said he was armed. He is believed to be in contact with the security forces.

Local media has said the major is not among the hostages.
