The United Nations General Assembly’s annual high-level debate officially kicks off Wednesday and President Barack Obama delivers a speech focusing on the fight against Islamic State militants. Later, Wednesday, Obama will chair a U.N. Security Council meeting where members are expected to adopt a resolution addressing the flow of foreign fighters traveling to join terror groups.
