If you're having trouble getting Archon's Forge events to happen, try this: when leaving the Plaguelands clear out the room. When everything is dead, start crouch-walking into the tunnel and continue crouch-walking all the way to the top of the stairs. This should join you with a server which has an active event.

If another Guardian comes into the tunnel or you get up from the crouch it could break, in which case rinse and repeat.
