In this video Heimler walks you through Unit 2 Topic 3 of the AP Government curriculum. The work of Congress can be hindered or sped along by several factors: divided government, ideological partisanship, or a lame duck president.
Additionally, the manner in which representatives model their ideas about representation affects the process too. Representatives follow either the trustee, delegate, or politico model of representation.
And finally, issues of redistricting and gerrymandering play a role in Congress's efficiency as well. And for that we look at two of your required Supreme Court cases: Baker v. Carr and Shaw v. Reno.
